Public Sector: New salaries – Annual raises for all based on the minimum wage

Detailed tables with top-tier earnings and base salaries for all employee categories – New maximum thresholds for military personnel and special payrolls

Annual raises for all public sector employees will now follow the annual increases in the minimum wage in the private sector, starting this year. The General Accounting Office of the State has issued instructions to all payroll departments, outlining the new base salaries across all public service categories.

These guidelines also account for future raises set to be implemented annually from 2025 through 2027. The process began yesterday with a €30 monthly raise, which will apply uniformly to everyone—from newly hired employees with only compulsory education to the highest earners in the salary and administrative hierarchy.

Since the government’s goal is to raise the private sector minimum wage to €950 by 2027 (up from €880 currently), this implies that an additional €70 in increases is expected over the next two years—potentially distributed as €35+€35 or €30+€40.

According to the directive signed by Deputy Finance Minister Thanos Petralias:

  • The base salaries in the public sector’s salary scales will be increased by €30 from April 1, 2025.
  • This amount will be added to the salaries in effect as of March 31, 2025, in the same way for all applicable personnel categories. This raise is fixed and will be added to the base salary of each staff category, without altering the method by which salaries are otherwise determined under existing regulations.
  • This increase will not be offset against any existing personal pay difference.

The raise applies to permanent and probationary civil servants, fixed-term and open-ended contract employees, as well as staff at all types of public companies (DEKOs), excluding general directors and staff of ELTA and the Thessaloniki HELEXPO. It also covers special payroll categories such as judges and uniformed personnel.

The new maximum salary and benefit caps in the public sector as of April 1, 2025, are as follows:

I. Maximum salary for Judicial Officers and core staff of the Legal Council of the State: €8,782.40

II. Maximum salary for NHS doctors: €6,842
